PIANOo, an Expertise Centre for Public Procurement in Netherlands developed a toolbox innovation procurement for the InnProBio project (project that stimulates the procurement of innovative biobased products). The focus is on biobased, but the instruments are widely applicable as only minor references are made towards biobased.
